Board of Trustees

Pursuant to Title 33, Chapter 26 of the Idaho Code, the Board has among its powers the authority to establish policies for the governance of the Library. The Board authorizes the Director to establish regulations to further the Board’s policies.

The Board will review these policies on an annual basis.

The Board may amend these policies at any time.

The Board shall conduct its business in accordance with By-Laws established by the Board for its own governance. The Board may amend its By-Laws at any time.

Public Complaints

The Board welcomes constructive criticism to improve the Library. All complaints should be resolved through the proper channels in the following order:

  • Staff
  • Management
  • Director
  • Board

Any complaint about the Library, including policies, regulations, facilities, or services, should be referred through proper administrative channels before being presented to the Board for consideration and action.

Confidentiality of Records

Pursuant to Idaho Code, Sections 9–337 through 9-348, circulation records and other records identifying the names of library users with specific materials are confidential in nature. All Library employees are hereby advised that such records shall not be made available to any agency of state, federal, or local government except pursuant to such process, order, or subpoena as may be authorized under the authority of, and pursuant to, federal, state, or local law relating to civil, criminal, or administrative discovery procedures or by legislative investigatory power. No library employee may release information about an individual’s circulation record to a private individual unless it is the personal record of the individual patron making the request, or, the personal circulation record of the requesting patron’s legal dependent.

The Library may generate various forms of ephemeral records with patron phone numbers, addresses, and/or email addresses for administrative and/or various business purposes such as telephone or email reference requests and questions, patron hold requests, program requests, PC reservations, etc. These records may exist in hard copy or electronic form and are destroyed on a regular and routine basis.

This policy is not to be interpreted as restricting in any way the Library’s own right to use circulation records or other borrower’s records in its course of conducting normal library business.

Denial of Services

The use of the library or its services may be denied for due cause. Such cause may be failure to return books or to pay penalties, destruction of library property, disturbance of other patrons, or any other conduct on library premises conflicting with the general purpose of the library or inhibiting other patrons’ enjoyment of the library. In the event of continued or wanton violation of library policies the patron’s privileges will be suspended.

Theft or mutilation of library materials or other criminal action involving the library may be referred for prosecutorial action.

All users of the library shall enjoy all privileges and be subject to all restrictions and penalties pertaining to the library as set forth in the Hailey City Ordinances.

Volunteer Policy

The Hailey Public Library recognizes that volunteers are a valuable resource for the Library. Their energy and talents help the Library meet its commitment to providing quality service to the public. By enhancing, rather than replacing, adequate staffing levels, volunteers aid the Library in making the best use of its fiscal resources. They help connect the Library to other community groups and organizations. They are liaisons to the community and, by their contributions, are advocates for quality library service.

Hailey Public Library volunteers are coordinated by the Library Director, or designee, and must be at least 14 years of age. Each volunteer must complete the “Volunteer Application” which will be kept on file in the library for six months. Forms are available at the circulation desk. Volunteers will be interviewed to determine their interests and levels of experience. Volunteer talents, experience, availability and interests will be considered in placement and job assignments. The placement of volunteers is at the discretion of the Library Director or designee.

Hailey Public Library volunteers are bound by the rules contained in all Library policies and guidelines, especially those that relate to patron privacy and confidentiality. Volunteers may not access patron accounts or view anything that may violate patron privacy. Likewise, volunteers may not access their personal library records.

Hailey Public Library volunteers are recognized by the public as representatives of the library and shall be guided by the same work and behavior codes as employees. Volunteers work with the status of “at will” and Hailey Public Library has the right to terminate the volunteer’s working association with the Library at any time, for any reason. Volunteers working in the library are covered by the City of Hailey Worker’s Compensation insurance.

Volunteers may be asked to work on projects that are supportive of staff efforts. Not all volunteer opportunities are available at all times; however, some of the tasks regularly performed by volunteers include: shelving books and other materials, dusting books and shelves, shelf reading, repairing and cleaning library materials, assisting with program preparation, processing new materials, delivering library materials to home bound patrons, and other projects as available and deemed appropriate by the Library Director or designee. Volunteers are asked to record their hours of service on the “Volunteer Sign-In Sheets” located in the volunteer check-in area.

The Library accepts volunteers requiring court ordered community service at the discretion of the Library Director. Court ordered community service volunteers are required to be interviewed by the Library Director, or designee, prior to being accepted for service.

Parents or guardians of teen volunteers must sign a consent form for their children to perform volunteer service hours at the Library. Teens interested in volunteering at the Hailey Public Library during summer school vacation are required to complete a volunteer application. Available volunteer positions for the summer are limited in number and the application may have a deadline for submission. Prospective volunteers are encouraged to contact the Children’s Department for more information about summer teen volunteer opportunities. The same requirements and expectations for adult volunteers (as described above) also apply to teen volunteers.

Meeting Room Use

The Board of Trustees of the Hailey Public Library make the Library’s Meeting Room available to the public to further the Library’s stated mission. The booking of a meeting space does not imply library endorsement of the content and speakers of meetings held in the Library. In making such space available, the Library Board aspires to meet the principles set forth in the Library Bill of Rights.

  • Groups are considered Not-for-Profit when their mission serves an educational, cultural, charitable, political or civic purpose. Not-for-profits include 501(c)3, 501(c)4, 501(c)5, 501(c)6, 501(c)7, 501(c)8 corporations, as well as unincorporated associations, groups, or clubs. Commercial venture of any kind are excluded from this classification.
  • Partners closely match the mission of the Library, serve the City of Hailey in a similar way to the library, or assist the Library in carrying out its own mission. This category includes the Friends of the Hailey Public Library and governmental bodies which are located within the City.

Room Use Priority

Room Use Priority

  • Library and City of Hailey sponsored events are given priority in scheduling use of the meeting room.
  • Friends of the Hailey Public Library sponsored events such as the Friends Book Sales.
  • All other organizations wishing to use the room for non-commercial use.
  • The Library reserves the right to reschedule or cancel meeting room reservations by members of the public, if the occasion arises, in order to accommodate library programming or other needs.

Meetings

Meetings

  • When not needed for Library use, the meeting room is available on a first-come, first-served basis for meetings that are educational, cultural, political, civic, or charitable.
  • All meetings must be open to the public without charge.
  • Meetings may not disturb the normal operations of the library nor pose a safety hazard.
  • The sale, advertising, solicitation or promotion of products or services is not allowed in the Library’s meeting room.
  • Except for Library sponsored or co-sponsored events, booking organizations or individuals may not charge admission fees, fundraise or collect donations before, during or after meetings. Off-site admission fees or pre-payment to attend a meeting are not allowed. It is understood that legitimate dues and membership fees do not constitute admission fees.
  • Presentations that are primarily commercial in nature, rather than educational, are not permitted. Individuals who wish to be featured at a Library program should contact Library staff.
  • The library will not accept reservations for a series of meetings which would designate the library as the regular meeting place for any organization.
  • The meeting room may not be used for private social gatherings or parties.
  • Alcoholic beverages and smoking are not permitted.
  • Programs may not disrupt the use of the library by others. Persons attending the meetings are subject to all library rules and regulations.
  • The number of people attending any meeting must not exceed the posted limit as set by the fire marshal. The room capacity is 49.

Meetings must be scheduled during normal library open hours and must be concluded with room cleaned and vacated by the end of reservation time or 15 minutes prior to library closing.

Reservations

  • Reservations must be made for using the conference room. The reservation request form must include the name of the organization, time period desired, number of persons expected, name and contact information of the adult responsible, topic or nature of the meeting.
  • The Library reserves the right to cancel any reservation due to unforeseen circumstances, including those which reasonably cause the Library Director or designees to view the meeting as likely to materially and substantially interfere with the proper functioning of the Library or likely to create excessive noise or a significant safety hazard.

Responsibilities of Users

  • All users are responsible for complying with the provisions of the Americans with Disabilities Act, which require that a meeting or materials at a meeting be provided in an accessible format in response to a request.
  • Groups are responsible for arranging the room as needed for their meeting, clearing, and returning the room to its original arrangement at meeting’s end. If refreshments are served, due care and consideration must be given to the library carpet, floors, and other furnishings and equipment. Users serving refreshments must clean the tables, chairs, and carpet as necessary afterwards. The room must be cleared of all group or organizational items at the end of the meeting. Groups serving refreshments must bring their own dishes, cups etc. A $50.00 refundable deposit is required if refreshments or beverages are served. Each organization agrees that it will pay for all damages to library property resulting directly or indirectly from the conduct of any member, officer, employee, agent, or guest of the group.
  • All news releases, publicity, or advertisements relating to any program or meeting held in the library’s conference room shall clearly state the name of the sponsoring organization or individual and shall not imply that the program or meeting is sponsored by the library.
  • The Library is not responsible for any accidents that may occur on library property to individuals attending programs or meetings in the Library. Organizations using the meeting room will be held responsible for any accidents occurring as a result of the group’s activities. Meeting room users will be held responsible for any damage to the Library building, groups, or equipment due to negligence or willful misconduct.
  • At the conclusion of a meeting, the room must be returned to its original condition. Any group that abuses the meeting room privilege shall lose the right to use the meeting room.

Liability

  • Groups or individuals using a meeting room are responsible for all damages to any property of the City of Hailey resulting directly or indirectly from the conduct of any member, officer, employee, agent or guest of the group.
  • All meeting room users agree to hold harmless the City of Hailey and the Hailey Public Library from and against any and all liability which may be imposed upon them or either of them for any injury to persons or property caused by the organization or any person connected with the meeting.
  • The City of Hailey and Hailey Public Library assume no responsibility for any property placed in the Library in connection with a meeting; and the City of Hailey and the Hailey Public Library are hereby expressly released and discharged from any and all liability for any loss, injury, or damage to persons or property which may be sustained by reason of use of a meeting room.

Amendment of Rules

The Library Director is authorized to establish reasonable regulations governing use of the meeting room and related fees. Based upon information contained in the application, the Library reserves the right to decline meeting room requests that do not meet the spirit of this policy.

The Hailey Public Library Board of Trustees reserves the right to review and amend this policy at any time.

Computer Use

The Hailey Public Library offers:

  • The use of public computers to all library visitors free of charge on a first come first served basis. A two-hour limit may be imposed if there are patrons waiting for a computer.
  • Printing and scanning are available from all computer stations. Black and white printing and copying is available at $.10 per page/per side and color printing and copying is $.50 cents per page/per side.

Use of Technology

Use of Technology

The Library provides access to technological resources that create increased information access opportunities for all citizens. The Library attempts to maintain patron confidentiality at all times, but cannot guarantee the confidentiality of information sent, received, or printed by a patron.

The Library assumes no responsibility and no liability for any loss or damage incurred by anyone using the Library’s computing resources. This includes any loss or harm incurred by a patron from giving personal or financial information across the Library’s network and the Internet.

Hardware and Software

The Library implements system restore software on its public computers. All data saved or downloaded to the computers will immediately be deleted once the computer restarts. The Library is not responsible for equipment malfunction, loss, or damage to user disks or devices.

Prohibited actions include:

  • Attempting to bypass the security of the computers or local area network at the Library.
  • Attempting to bypass the security of any other computer or network including the Internet.
  • Attempting to harm or destroy the data of another user, the network, or any of the agencies or other computer network services that are connected to the Internet.
  • Attempting to alter or damage any hardware, software, operating systems, or configuration files on Library equipment.
  • Attempting to use unauthorized computer accounts, access codes, or network numbers.
  • The transmission of speech that is not protected by the First Amendment.
  • Violations of another user’s privacy.
  • Violations of copyright or other laws.
  • Display of offensive sexual material as defined in Section 18-4105 of the Idaho Code.

Loss of Library privileges and criminal and/or civil prosecution are possible for illegal uses of computing resources. Any staff member observing a violation of this regulation shall be reported. Personnel shall confirm the violation when feasible and may, in their discretion, either ask the patron to conform his or her conduct to the requirements of this regulation or may suspend the privilege to use the Library. Staff will involve law enforcement as appropriate.

Internet Use and Safety

Internet Use and Safety

Access to the Internet on library computers is provided without charge for a limited amount of time each day during the library’s open hours as resources permit and for lawful purposes only.
Each publicly accessible computer with Internet access is equipped with a technology protection measure in the form of filtering software that operates to prevent minors from accessing visual depictions on the Internet that are obscene or constitute child pornography or are otherwise harmful to minors. For purposes of this policy, the terms “minor,” “obscene,” “child pornography,” and “harmful to minors” are defined in the same manner as set forth at Idaho Code § 33-2741(7) (2012). The Library will enforce operation of the technology protection measure whenever a minor accesses one of its publicly accessible computers. The default Internet access for patrons will be filtered.

Wireless Access

Wireless Access

The Hailey Public Library offers free wireless Internet access. Wireless users must abide by the Library’s policies and regulations covering technology use while using the Library’s wireless network.

Users are responsible for configuring their own equipment. The Library does not provide technical support for establishing or maintaining a connection nor equipment configurations. The Library is not responsible for any changes made to an individual computer’s settings and does not guarantee that a user’s hardware will work with the Library’s wireless connection.

The Library is not responsible for any personal information (e.g., credit card) that is compromised, or for any damage caused to hardware or software due to electric surges, security issues or consequences caused by viruses or hacking. All wireless-access users are individually responsible for maintaining up-to-date virus protection on personal laptop computers or wireless devices.

Displays and Exhibits

Library telephones are maintained by the Hailey Public Library for library business only. However, there are situations where the public is allowed to user library telephones.

The Library needs a policy that staff can employ when dealing with requests by the public to use the telephone since there are no coin-operated telephones for public use. Given that there is only one phone at the Check-Out/Reference Desk, library staff must keep the telephone open as much as possible for conducting business and answering reference questions from the public.

Materials for Posting or Display

Materials for Posting or Display

The Board of Trustees of the Hailey Public Library hereby defines the conditions under which items may be accepted for display or posting in the library:

  • The Library Director or a designate may determine the suitability of a given item for display or posting, considering both the facilities available in the building and the objectives of the library.
  • No liability for loss of, or damage to, display items is assumed either by the library or by the city of Hailey. Exhibitors are advised to carry their own insurance; such insurance should indemnify exhibitors for the entire value of items to be exhibited at the library.
  • In the event that the owner of the display does not reclaim it within 30 days of the ending date for the loan, the library will make every effort to sell and dispose of the property in accordance with applicable Idaho law.

Requests for display of artwork should be submitted to the City Arts Commission.

The following requirements must be met by all exhibitors of artwork; failure to comply may result in termination of the display:

  • All artwork will be suitably framed and displays will be suitably mounted. Exhibitors must agree to hang an adequate number of items for most effective use of the exhibit space. The artist may list name, address, and telephone number, but no price information, on the art or displays. The library will not act as agent to sell any item on display. No items may be sold or offered to be sold on the premises.
  • The library does not provide special security or supervision for exhibits and is therefore not responsible for non-library property. The exhibitor must expressly assume liability for any injury or damage to the exhibit.

Traveling Exhibits

The library hosts traveling exhibits of interest to the community. Traveling exhibits differ from displays in size, scope, format, and length of time exhibited. Any grant or other application written by library staff or any other individual or agency to display a traveling exhibit must be approved by the Administration in advance.

Bulletin Board Policy

Bulletin Board Policy

The Board of Trustees of the Hailey Public Library make the library’s bulletin board to the public to further the Library’s stated mission. The Board endorses the American Library Association’s Exhibit Spaces and Bulletin Boards interpretation of the Library Bill of Rights.

The Hailey Public Library attempts to provide the community with limited, temporary space on bulletin boards to further the Library’s mission to provide information and services that promote lifelong learning, literacy, and love of reading to enrich the quality of life in our community. To make the most efficient use of the space that is available, the Library established the following criteria for such material.

Because space is very limited, preference will be given to the Library, Library support groups, City of Hailey, and City-related material, and as space permits, announcements of events and activities of tax-supported or non-profit educational, cultural, and charitable organizations. Objective material which presents both sides of controversial issues and which relate to supporting material in Library collections will be preferred. Space for political campaign literature, legislative lobbying, commercial advertising, solicitations, religious proselytizing, and personal notices or communications cannot be provided.

Acceptance or rejection of material for display does not imply approval or disapproval by the Library of the ideas or opinions expressed. The Library does not assume responsibility or liability for materials exhibited in Library facilities. The Library reserves the right to refuse to post, and the right to remove announcements or posters which do not meet the above criteria. Material left for Library consideration for posting cannot be held or returned. All items will be removed by authorized library staff members immediately following the event advertised. Any posted materials, which do not advertise a specific event, will be removed 30 days after posting.

The Library Director or designee must approve all bulletin board postings. Any item placed on the bulletin board or any item attached to walls or other library surfaces without prior approval will be removed and discarded. All bulletin board postings are temporary and all postings will be dated. The Library reserves the right to establish material size and length of display limits for all Items posted on the bulletin board. This policy does not prohibit the restriction of the bulletin board to specific uses by authorized Library staff.

  • No person may bring or possess a weapon, except as expressly permitted by state law.
  • Any illegal act or criminal activity.
  • Hindering, impeding, or preventing the movement of an individual into, out of, or about a library facility or vehicle.
  • Abusive, threatening, or menacing language.
  • Physical, sexual, or verbal harassment of an individual, public or staff.
  • Unreasonable, intentional noise which affects the function of those individuals working in the area.
  • Taunting, following, stalking, provoking or challenging an individual.
  • Fighting or wrestling.
  • Unauthorized possession or mutilation of library materials.
  • Unauthorized possession or mutilation of an individual’s personal property.
  • Exhibiting unacceptable behavior which indicates an individual is under the influence of alcohol or any controlled substance.
  • Soliciting or distributing leaflets of any kind.
  • Selling, purchasing or offering for purchase any item or service while on library property.
  • Destruction, mutilation, or damaging of library property or facilities.
  • Failure to wear shoes, shirt, pants or similar garment.
  • Any other act(s) not covered above which threaten an individual, public or staff, library property, library materials, and library facilities.
  • Trespassing in a non-public area of any library facility.
  • Any behavior that is disruptive to library use.

  • Bringing an animal into the Library, other than a trained assistance dog.
  • Using cellular telephones.
  • Loitering.
  • Consuming food or beverages in the public areas of the Library.
  • Smoking or tobacco use of any kind.
  • Bringing into the Library large bundles, packages or personal property which cannot be stored under a study chair or carrel surface.
  • Leaving personal items unattended.
  • Using roller blades, skateboards, or bringing bicycles inside the library building or on the entry area surrounding the building.
  • Sleeping.
  • Panhandling.
  • Horseplay.
  • Loud talking or laughter which disturbs others.
  • Use of public restrooms or library facilities for bathing or laundering purposes.

  • Staring into space or at an individual.
  • Playing games which do not hinder library operations and in which no gambling takes place.
  • Personal hygiene.
  • Quiet talking.

Unattended Child and Vulnerable Adults Policy

The Hailey Public Library strives to provide a warm, welcoming, and safe environment conducive to lifelong learning for customers of all ages. Sharing this environment with other people requires that everyone follow the Security Policy established by the Library Board of Trustees.

The Library encourages children and vulnerable adults to use its facilities and services. While the Library is concerned for the safety of children and vulnerable adults in and around library facilities, the Library does not act in place of parents (in loco parentis). A parent, legal guardian, teacher, custodian, or caregiver is responsible for monitoring the activities and managing the behavior of children or vulnerable adults during their Library visits. Library employees have many duties and do not serve as a substitute for daycare or babysitting. The Library is not responsible for any consequences of parents, legal guardians, teachers, custodians, or caregivers not fulfilling their responsibilities.

The safety of children and vulnerable adults is a priority for the Library. However, the Library is a public building, open to all. Therefore, they may be at risk when they are left unattended. Many factors could place them in danger.

Children and vulnerable adults could be approached by or tempted to leave with an unscrupulous stranger. They could become frightened, anxious, or ill; could have no place to go in the event of an unexpected closing; or could encounter hazards. Additionally, they usually lack the necessary maturity to handle emergencies such as severe weather, fire, or civil disturbance.

The Library will adhere to the following guidelines concerning the care and behavior of children and vulnerable adults.

  • Children under the age of ten (10) and vulnerable adults who are unable or unwilling to care for themselves may not be left alone in the Library and must have adequate supervision while in the library.
  • Children under the age of ten (10) must be supervised by a parent or responsible caregiver age fourteen (14) or over, at all times while in the library. Parents or caregivers must remain in the library facility. A child may attend a program in the program room by him/herself however the caregiver must be ready to meet that child promptly when the program ends or have made arrangements clear with the child regarding leaving the Library on their own or with a designated caregiver. Staff does not monitor the arrival or departure of any child from a program or the building. The Library does not have a public phone or allow the use of cell phones inside the facility.
  • Children ten (10) and older and vulnerable adults who can understand and follow the Patron Behavior Guidelines (Security Policy) and who can care for themselves are allowed to be in the library unattended. They should have contact information for someone who can assist them in an emergency. Staff does not monitor the arrival or departure of any child from a program or the building. The Library does not have a public phone or allow the use of cell phones inside the facility.
  • Children between the ages of ten (10) and thirteen (13) years may be left unattended for a maximum of two hours.

Library staff will attempt to contact a parent, legal guardian, custodian, or caregiver when:

  • The health or safety of an unattended child or vulnerable adult is in doubt;
  • A child or vulnerable adult is frightened while alone at the Library.
  • The behavior of an unattended child or vulnerable adult disturbs other Library customers and has caused staff to ask the individual to leave the Library.
  • An unattended child or vulnerable adult has not been met by a parent, legal guardian, custodian, or responsible caregiver at closing time.

If a parent, legal guardian, custodian, or caregiver cannot be reached, Library staff will contact law enforcement officials to take charge of the situation involving the unattended child or vulnerable adult. Library employees are not permitted to transport children or vulnerable adults away from Library facilities.

Parents, legal guardians, custodians, caregivers, children and vulnerable adults who are in violation of this policy or the Security Policy are subject to suspension of library privileges.

Definition

An unattended child generally is defined as:

  • A child under the age of ten (10) who is not accompanied by a parent, legal guardian, custodian or caregiver age fourteen (14) or older.
  • A child under the age of eighteen (18) who is not accompanied by a parent, legal guardian, custodian and who does not know or have the information necessary to contact a parent, legal guardian or other responsible adult.
  • A child under the age of eighteen (18) who is not accompanied by a parent, legal guardian, custodian and who is not picked up by closing time and who needs assistance procuring transportation.
  • A child under the age of eighteen (18) who is not accompanied by a parent, legal guardian, custodian and who appears to need staff help beyond assistance with normal library services.

A vulnerable adult is an adult who should not be left alone in the Library or is unable to reasonable care for himself/herself in an emergency situation. This includes adults who are mentally or physically challenged and who need staff help beyond assistance with normal library services and are not under the direct supervision of a parent, legal guardian, or custodian. Additionally, an individual is considered a vulnerable adult when he/she is not picked up by closing time and needs assistance procuring transportation.

Library Borrower’s Card

The Hailey Public Library offers the following cards:

Temporary

Temporary Library Card

If you are new to the Hailey Public Library, you may register for a temporary library card which will allow you to check out two items at any one time. This card is for those 18 years of age and older. A valid ID is required. A current mailing address is also required (general delivery is not a valid mailing address). The temporary card is valid for 30 days and may not be renewed.

Resident

Resident Card

To obtain a resident library card applicant must have photo identification, and another form of documentation proving residency or ownership of property or business within the city limits of Hailey: such as a utility bill, lease agreement or tax notice. A driver’s license will not be accepted as proof of residency. A current mailing address is also required (general delivery is not a valid mailing address) before the library borrower’s card is issued. All forms of identification used for proof of residency must have name and current physical address listed. Resident borrowers’ cards will be valid for two years from date of issuance and will be updated bi-annually upon presentation of current identification. If there is a change in address, proof of new residency must be presented before card will be updated.

Minor children (under 18 years of age) shall be issued an individual card, without identification, so long as a parent or legal guardian provides the requisite identification, as described above. Signature of parent acknowledges the responsibility of the signer for loss or damages of library material loaned to the minor child. Parents may access their minor child’s account by presenting the child’s library card number.

Hailey City employees who reside outside the city limits of Hailey or who are not served by existing agreements with other libraries or library districts may qualify for borrowers’ cards without paying a non-resident fee. Proof of city employment will be required in the form of a work identification badge, a business card, a paycheck stub, or a letter on department stationery signed by the department head. Such city employees must also supply the usual photo identification and proof of current residence address per the general policy regarding issuance of library cards. This privilege extends to those family members residing in the employee’s immediate household only.

Residents of the designated library service area of another library that maintains a reciprocal borrowing agreement with Hailey Public Library shall be exempt from the non-resident fee subject to the applicable terms of that contract.

Non-Resident

To obtain a non-resident card photo identification and a current mailing address (general delivery is not a valid mailing address) must be presented before the library borrower’s card is issued. Non-Resident fees will be $69.00 for one year, $34.50 for six months, and $17.25 for three months. Payment of non-resident fee by an individual allows all persons in that individual’s household to obtain a library borrower’s card. Membership fee waiver forms for financial hardship circumstances are available at the front desk and will be presented to the Library Board for consideration at each regular monthly board meeting.

Senior Non-Resident

An individual card is available to all non-residents 62 years and older at a discounted senior rate of $21.50 per year. Photo identification and a current mailing address must be presented at the time the borrower’s card is issued.

Your card is for your use only and you must be present when borrowing materials. Do not loan your card. Adult library patrons must present a valid library card or photo ID each time an item is checked out.

It has been demonstrated that the imposition of fines does not act as an effective deterrent to the late return of materials. However, fines do serve as an inequitable barrier to service, disproportionately impacting children and community members with the least financial resources. Given the Library’s core values of equitable service and barrier-free access to information and services, the Hailey Public Library does not impose or collect fines for the late return of materials.

If an item is lost or damaged, the patron shall pay the current list price plus a $5.00 fee for processing of the item. If an item is out of print, the charge will be the actual cost of a replacement title plus the processing fee. Loss of or damage to items loaned to other libraries through the interlibrary loan program shall be billed at a cost set by the lending library.

If lost, damaged, or outstanding fees/charges are not paid in a timely manner the library will send account to collection agency and a fee of ten dollars ($10.00) shall be added to the account and shall be paid in addition to any other fees/charges for fines, lost/damaged materials, or other charges which have been made to a patron’s account. No refunds or credits will be given on lost items once they are paid for.

Replacement copies will not be accepted in lieu of payment for lost or damaged materials.

Missing CD/DVD: If replaceable, the patron is charged for the replacement cost of the lost or damaged individual CD/DVD. When tapes or discs cannot be purchased individually, the patron is charged a replacement cost of the entire set and a processing fee.

The City of Hailey will assess a charge of $20.00 on checks that, for any reason, are not honored by the bank on which they are written, and which are returned unpaid to the library. Any such dishonored check may be turned over to a collection service as deemed appropriate and necessary to collect funds due and payable to the library, and the patron may be held liable for additional charges assessed for costs of the collection service.

Interlibrary Loan Policy

Interlibrary loan service is available to any library user with a permanent membership in good standing. (i.e. Patron library account balance complies with current circulation policy and patron account information is up-to-date; and patron has no lost items on their account).

Hailey Public Library’s 30-day temporary memberships are ineligible for interlibrary loan service. Library users become eligible for loan service once the temporary account has been upgraded to permanent status. (i.e. Identification and residency/non-residency requirements have been met).

Borrowing Parameters

  • Interlibrary loan requests may be made in person, over the phone, or on our website.
  • Library members are limited to four (4) interlibrary loan requests at any one time.
  • Library members will be notified via telephone, or email/text if requested, when their item is ready for pick-up.
  • Interlibrary loans not claimed within seven (7) business days of arrival will be returned to the lending institution, and the library user’s account will be charged a postage recovery fee of $5.00 per item.
  • Interlibrary loan renewals will need to be requested at least three (3) business days prior to the due date to allow adequate time to request a renewal from the lending institution. The lending library has the authority to deny the renewal request or recall an item at any time.
  • Lost or damaged interlibrary loan material will be charged at the full replacement cost and account holders may be accessed additional processing fees as determined by the lending institution.
  • Loan periods are set by the lending library but will not exceed 21 days. Renewals shall not exceed 14 days.
  • Interlibrary loans requests are not available for material currently in Hailey Public Library’s collection. At HPL’s discretion, additional copies may be obtained when special circumstances exist such as the accommodation of area book clubs or local events.
  • Hailey Public Library reserves the right to purchase an item rather than request it via interlibrary loan. The library user shall maintain their initial position in the queue and will be contacted when the item becomes available.

Lending Parameters

Hailey Public Library will accept lending requests from libraries within the United States when:

  • Submitted via the Lynx! Consortium ILS system.
  • Submitted via the Online Computer Library Center (OCLC) WorldShare Interlibrary Loan platform.
  • Email or direct communication is necessary.
  • Special circumstances exist that require consideration on a case-by-case basis.

Hailey Public Library does not charge libraries to borrow items in print, photocopy, or pdf format.

Hailey Public Library does not currently lend the following types of material:

  • Items published in the current calendar year.
  • Items designated as “new” or those considered high demand.
  • Items designated as non-circulating.
  • Items designated as oversized or fragile.
  • Electronic or streaming material.

Hailey Public Library adheres to the provisions for fair use as specified in the Federal Copyright Act regarding photocopied material.

Public Use of Library Telephone

Library telephones are maintained by the Hailey Public Library for library business only. However, there are situations where the public is allowed to user library telephones.

The Library needs a policy that staff can employ when dealing with requests by the public to use the telephone since there are no coin-operated telephones for public use. Given that there is only one phone at the Check-Out/Reference Desk, library staff must keep the telephone open as much as possible for conducting business and answering reference questions from the public.

Valid reasons for use of the library phone by the public include:

  • Any emergency situation, such as the need for medical attention or the need for an ambulance or police.
  • Contacting parents or family members of patrons to inform them of injury or illness.
  • Children calling to be picked up from the library or to inform parent/guardian of the child’s location.
  • Calling for transportation.
  • Any situation, which in the judgment of the staff, is best resolved by initiating a phone call.

The Library telephone may not be used for personal business, which includes, but is not limited to:

  • Using the telephone to place an order for personal items.
  • Placing toll-free or long-distance calls to other businesses, friends, or relatives.
  • Conducting personal business with the library’s telephone.
  • Placing any call that is personal in nature.

The Hailey Public Library provides current high interest materials and information for citizens of all ages. This task includes creating an environment conducive to reading, learning, entertainment and discovery.

The Trustees of the Hailey Public Library support the Library Bill of Rights observed by the American Library Association, and it serves as the basis for this policy and other lending policies of the library. Choice of materials will result from a variety of professional activities on the part of the Library Director. Reviews of new books from both professional journals and popular reviewing media form an important tool in the selection process. Recommendations from the staff and the public are also welcome and evaluated within the framework of the acquisition process.

The Library Director has the final responsibility for the selection of all material to be incorporated into the library’s collection, regardless of the mode of acquisition. It is the Director’s responsibility to provide materials that are of both current interest and permanent value, that are up-to-date, that are responsive to the interests and needs of every segment of the community and that do not discriminate against any political, religious, economic, or social view or group through deliberate exclusion of their view. The director shall try to provide diversity of materials without exercising either direct or implied censorship. The Director shall be responsible for expending available funds in an equitable manner so that all divisions of the collection receive appropriate proportion of said funds.

All acquisitions, whether purchased or donated, are considered in terms of the standards listed below. However, an item need not meet all of the criteria in order to be acceptable. Materials are evaluated on the significance of the entire work rather than individual parts. When judging the quality of materials, several standards and combinations of standards may be used. The following criteria will guide selection:

  • Attention of critics, reviewers, media and public.
  • Availability of material in other area libraries.
  • Community interest.
  • Contemporary significance or permanent value.
  • Format and ease of use.
  • Price, availability, and demand.
  • Relation to existing collection and to other materials on the subject.
  • Reputation and/or authority of the author, editor or illustrator.
  • Scarcity of information in the subject area.

Periodicals are purchased to supplement the book collection, provide recreational and professional reading, and/or provide material not yet available in book form. Selection of periodicals will be based upon their consideration as authoritative, objective, of local interest and demand.

Gifts of books and other items will be accepted on the condition that the Director has the authority to make whatever disposition he or she deems advisable. Gifts will be judged upon the same basis as purchased materials.

To maintain the effectiveness of the library’s total collection, the library will attempt to systematically remove materials no longer useful. The Library does not automatically replace all materials withdrawn because of loss, damage or wear. Need for replacement is weighed with regard to several factors: number of duplicated copies, existence of adequate coverage of a field, similar material in the collection, later or more authoritative materials as well as current demand for the particular subject or title.

Reference Policy

Library users are all people seeking information whether in person, by telephone, by FAX, by mail, or by electronic mail. Reference Services at the Hailey Public Library offers the same quality of service to all regardless of age, race, gender, nationality, educational background, disability, sexual orientation or any other criteria which may be a source of discrimination.

  • Open and approachable; friendly but professional.
  • Able to communicate effectively with people.
  • Discreet in the handling of questions which may be confidential or sensitive.
  • Able to exercise good judgment both in the interpretation of policy and in the handling of exceptional situations.

Patrons are assisted on a first come, first served basis. In-person requests for service receive priority over other requests. No two reference questions are alike; therefore, no specific time limits can be placed on an actual question. The amount of time devoted to a question is at the discretion of the reference staff member. Research will be performed during regular library hours. If the question will take some time to answer, the staff member should take the patron’s phone number and call the patron back as soon as possible. Questions are limited to three.

  • Reference staff does not provide an appraisal of books, works of art, antiques, coins, stamps, currency, or other collectibles.
  • Reference staff does not provide personal critical analyses, interpretations, or judgments regarding the merit of literary or other works.
  • Reference staff will assist students in finding sources to complete their homework.

The purpose of the reference collection is to assure library users of access to reference tools at all times that the library is open. Reference materials, therefore, will not circulate.

The Hailey Public Library is not liable for any damages stemming from the use of the information used in or provided by the Library. The Library is not responsible for the accuracy of the information contained in the sources it owns or of the information it provides through other sources.

3D Printing

Purpose

The Hailey Public Library Board of Trustees desires to offer community access to new and emerging technologies such as 3D printers to inspire a new interest in design and help the community to bring their creations to life. This policy establishes how and under what circumstances the public may use the Library’s 3D printers. This is a staff mediated service and is available on a first come, first served basis.

The Library’s 3D printers are available to the public to make three-dimensional objects in plastic using a design that is uploaded from a digital computer file. The Library’s 3D printers may be used only for lawful purposes. The public will not be permitted to use the Library’s 3D printers to create material that include the following restrictions.

  • Items that are prohibited by local, state, or federal law.
  • Items that are unsafe, harmful, dangerous, or pose an immediate threat to the well-being of animals or people. Such use may violate the terms of use of the manufacturer.
  • Items that are obscene or otherwise inappropriate for the Library environment, at the discretion of the Library Director or designee.
  • Items that are a violation of another’s intellectual property rights. Printers will not be used to reproduce material that is subject to copyright, patent, or trademark protection.

The nature of 3D printing does not allow complete guest privacy, but the library will not share information about a guest’s legal activities with third parties.

By submitting objects for printing, guests assume all responsibility for, and shall hold the Library harmless in, all matters related to patented, trademarked, or copyrighted materials.

The cost of 3D printing at the library is based on the size of the print: small, medium, or large. The size of the print will be estimated by staff before printing; a final determination will be made after the item is printed. Before a print is released to the guest, they must have any and all 3D print invoices paid in full. Guests using the service shall not be charged for prints that fail due to hardware or software malfunction or error.

Only designated Library staff will have hands-on access to the 3D printer.

The Library only offers prints made with PLA filament. Prints that require other filaments will not be accepted.

The dimensions of prints supported be the 3D printer must be within the bounds of 12 x 12 x 11.5cm. As staff cannot verify original file size, the responsibility of file submission falls on the patron submitting the request

The Library has the right to limit the amount of 3D prints individual patrons are allowed to request each month.

After the patron is notified that their print is ready, they will have 7 days to pick it up. We are not liable for prints left at the library beyond 7 days.
